US further restricts chip exports - New rules aim to hinder China's development of the sector
The US government announced that it will further restrict exports of chips and artificial intelligence technology, to maintain "power" in the United States and among its allies.
The new regulations will limit the number of chips that can be exported to most countries and allow unrestricted access to American technology for closest allies, blocking exports to China, Russia, Iran and North Korea.
The new rules cap a four-year effort by the Biden administration to block China's access to advanced chips that could boost its military capabilities, and they aim to maintain U.S. leadership in the sector by controlling global technology development.
While it is unclear how the incoming administration of President-elect Donald Trump will implement the new rules, both governments share similar views on the competitive threat from Beijing. The regulation is set to take effect 120 days from publication, giving the Trump administration time to make changes.
New restrictions will be placed on advanced graphics processing units (GPUs), which are used to power data centers that train artificial intelligence models. Major cloud service providers such as Microsoft, Google and Amazon will be able to seek global authorizations to build data centers.
Until now, the Biden administration had imposed comprehensive restrictions on China's access to advanced chips and the equipment to produce them, updating the controls every year to include countries that could send these technologies to Beijing.
