The Ministry of Finance will conduct a detailed analysis regarding the minimum excise duty levels for each category of product imported or produced in the country, with the aim of further approximation with the minimum levels provided for in the European Union Directives.
Referring to the medium-term revenue strategy 2024-2027, which has entered into force, since Albania applies excise duties with a specific unit rate, the level of excise duties on the main excise goods such as fuel and tobacco is generally lower than the excise duty levels applied by EU countries. For this reason, the main goal is to gradually approximate the excise duty level to the minimums of EU directives, in other words, the gradual increase of this tax.
Excise duty is a specific tax, payable on certain categories of goods that are imported or produced domestically and includes alcohol and alcoholic beverages, fuels, tobacco and its by-products, energy products, coffee, fireworks, tires, etc.
According to the document, the analysis, which will be completed by June 2025, will also focus on eliminating excise tax exemptions and refunds in some industries and replacing them with direct subsidies.
Since 2022, the implementation of IMF assistance recommendations regarding measures in the field of excise duty has begun, eliminating some exemptions/refunds for certain industries. However, it is still considered necessary to analyze the current exemptions and refunds from excise duty.
These measures are also expected to be reflected in increased prices for these product categories.
Excise accounts for about 11% of annual tax revenues. About 55% of excise revenues come from petroleum by-products, 35% from tobacco by-products, and the remaining 10% from other categories of excise goods.
Revenues from alcoholic products are 6.8% of total excise revenues. Excise is indexed every two years to the official inflation rate announced by INSTAT (no more than 1.5%), with the exception of tobacco and by-products for which there is a predetermined increase calendar until 2026.
