250 million lek for public transport - Tirana Municipality and government share the fuel compensation bill

The increase in fuel prices has forced institutions to intervene financially to support the public transport sector. According to the document drafted by the Ministry of Infrastructure and Energy, the compensation measure will be 50 lek/liter, for a three-month period, covering the months of March, April and May 2026.
The total financial effect of this scheme amounts to around 250 million lekë, a burden that will be shared between the state budget and that of the Municipality of Tirana, while for the latter it will be the Municipal Council that will have to give its consent, at the request of the ministry.
According to the data included in the report, urban passenger transport in Tirana is expected to benefit from over 156 million lek in subsidies for the 3 months included in the scheme, which means that the municipality's budget will bear the largest financial burden. The rest will be distributed to intercity and suburban transport, costs that will be covered by the state budget reserve fund.
According to the accompanying report, in Albania, road transport accounts for about 98% of the total volume of Albanian transport and as such is the transport that has the greatest impact on economic and social life. Regular intercity passenger transport by bus is carried out through a network of 439 lines operated by 242 licensed entities and 2179 certified buses, as well as on suburban or urban lines, especially in the capital.
