The Great Ring of Tirana, budget also for 2025 - Deputy Prime Minister Balluku, in the parliamentary committee for Economy and Finance
The Parliamentary Committee for Economy and Finance is holding a hearing for the review of the budget and investments foreseen by the Ministry of Infrastructure and Energy for the year 2025. The Deputy Prime Minister, at the same time Minister of Infrastructure and Energy, Belinda Balluku, among other things, stated:
"The Great Ring of Tirana is being completed, as we are in the last 2 months of the works, but it must be covered by the budget for 2025 as well. It is an interurban road, although it is in the parameters of a highway, being equipped with overpasses that respond to the needs of the city. Likewise for the disabled, including elevators.
The budget provides support for the Shkodra entrance road, the Bërdica turn - Bahçalek Bridge.
A budget is foreseen for the expansion of the Ksamil road, along with the Saranda bypass. There are two projects that arose as a need due to the increased volumes of foreign and Albanian tourists in that area. Considering the increased traffic, these interventions are required not only within the city of Saranda.
The new projects that are included in this budget project are 2 very important projects: the Elbasan bypass and the Tirana bypass. Bypasses have always been financed with EU loans and grants. In the case of the Elbasan bypass, since we had it under a contract with Cooperazione Italiana, which took a long time without giving any results. On the other hand, it is a weekly show, we witness the traffic that is recorded on Friday afternoons, at the end of the Tirana - Elbasan highway and on Sundays in the Elbasan - Tirana direction.
It is necessary to proceed as quickly as possible with this project, giving the possibility that traffic from the east no longer enters Elbasan. Also, it is a project near the MotoPark.
Tirana Bypass is a very important work.
The application for the Tirana bypass was made a long time ago, in 2016, and of course it has gone through several stages from the conception of the project to its maturity. But, we are talking about a period of 8 years and it should be taken into account that the projects lose relevance during the passing years because the very economy that dictates the development of the infrastructure has developed in a very fast way.
We have combined this package with a loan from the EBRD and an EU Grant. EBRD, due to the long time, has requested the review of the price. Reviewing credit only. Even in the case of the Vorë-Hani i Hoti railway, only the loan is reviewed, leaving aside the amount of the grant. We have increased the weight of the loan and today lending from the EBRD or the EIB is no longer the same as before, as there is no longer talk of soft loans. The burden is also increased with high interest. I have raised it with the delegation as well, since these projects must maintain a fair proportion of the amount of the grant. It is a project that connects the highways coming from the north, towards Durrës and access to the south of the country".
