China develops 'AI' model for military application - Researchers used

Chinese research institutions affiliated with the People's Liberation Army have used Meta's publicly available Llama model to develop an artificial intelligence tool that will have military applications.

Six Chinese researchers from three different institutions, two of them under the People's Liberation Army's main research body, the Academy of Military Science, showed how they had used an early version of Meta's Llama model as a basis for what called "ChatBIT".

The researchers used the language of Llama 13B, entering their parameters to build a tool focused on the military, to collect and process intelligence and provide accurate and reliable information for operational decision-making.

ChatBIT is best designed and optimized for dialogue and question answering tasks in the military domain. It reportedly outperformed several other AI models that were roughly 90% as capable as OpenAI's ChatGPT-4. The researchers did not elaborate on how they determined the performance or whether the new model had been put into service.

Meta has offered open access to many of its models, including Llama. The company places restrictions on their use, including a requirement that services with more than 700 million users seek a license from the firm. The terms also prohibit the use of the models for the military, warfare, nuclear or espionage industries and other activities subject to US defense export controls, as well as for the development of weapons and content intended to "incite and promote violence." .

However, because Meta's designs are public, the company has limited ways to enforce these provisions. "Any use of our designs by the People's Liberation Army is unauthorized and in violation of our acceptable use policy," it said. the company's director of public policy.
