Transport of goods towards digitalization - Draft law on electronic information, in harmonization with the EU

The government has proposed a new draft law on the use of electronic information in the transport of goods, a step aimed at modernizing processes and digitizing documentation in this sector.
The draft law envisages the creation of a legal framework for the use of electronic information for the transport of goods, in accordance with the European Union regulation in this field. Through this system, transport documentation is expected to move from physical form to digital platforms, increasing efficiency and transparency in the process.
According to the draft law, the use of electronic platforms will enable faster and more secure exchange of information between economic operators and competent authorities. This is expected to reduce administrative costs for businesses, as well as avoid delays and errors resulting from manual procedures.
Meanwhile, state authorities will have faster access to transport data, which will strengthen control and monitoring of activity in this sector.
The draft law is part of the process of approximating Albanian legislation with that of the European Union and is related to the implementation of the Regional Action Plan within the framework of the Transport Community Treaty.
The ministry responsible for transport will have the role of the competent authority for coordination and implementation of the law, as well as for cooperation with European institutions for reporting and harmonization of standards.
The full implementation of this system will require the creation of electronic platforms for transport information and their certification, so that authorities and businesses can exchange data in a secure and standardized manner.
