Electoral transparency with advanced technology - 35.5 million lek tender opens for the new CEC system
The Central Election Commission has announced the opening of the tender for the creation of a system for indexing and searching for film footage, as well as increasing the capacities for storing film footage. The estimated fund limit is 35 million and 550 thousand lekë.
According to the document published by the Public Procurement Agency, the establishment of an archiving system for the storage and management of election media recordings has an extraordinary value for transparency and election monitoring.
Currently, archiving and searching for images is fragmented and inefficient, making it difficult to access and analyze them in real time.
According to the document, the modernization of the system for managing and archiving video footage of electoral processes aims to ensure efficient indexing, secure storage and rapid access, in order to strengthen transparency and credibility in electoral procedures. Therefore, an infrastructure will be created, where the most advanced technologies will be used for the storage and management of electoral media recordings.
It is further emphasized that it is required to increase the capacities of the CEC to fulfill this obligation, for procedural rules for the use of recording cameras and monitors at vote counting sites and real-time transmission from vote counting sites to the premises of the Central Election Commission of the Regulatory Commission, for the storage of video data for a period of no less than 10 years.
Also, the creation and maintenance of an advanced system that facilitates the management and access to video recordings made during election days, ensuring a more organized and efficient administration.
