Financial treatment of teachers, new initiative in the Parliament - Kushi: Changes to the Law on Pre-University Education, a quick solution

Socialist MP Evis Kushi has filed a legal initiative in the Albanian Parliament that aims to correct the financial treatment of teachers employed in the education system before the Bologna system enters into force.
The initiative provides for an addition to the Pre-University Education Law for approximately 11,000 teachers employed before March 1, 2017, whose diplomas, due to legal changes and the adaptation of legislation to the Bologna system, have been equivalent to first-cycle Bachelor's degrees, reflecting differences in financial treatment.
The current law provides for differentiated treatment for teaching staff who have completed university studies at former higher pedagogical institutes, recognizing eight-semester diplomas for salary purposes, while not including teachers who have followed the same education at universities before the transformation of the higher education system according to Bologna. As a result, some of these teachers are currently treated with lower salaries, with a difference that, according to their representatives, reaches up to about 5 thousand lek per month, despite performing the same work and having the same teaching load.
The legal change aims to include this category of teachers in the financial treatment, as well as those who have followed a Professional Master's degree with 60 or 90 credits, with the aim of guaranteeing a fairer and more motivating remuneration for teaching staff.
Meanwhile, a few months ago, MP Ina Zhupa also presented a legal initiative on this issue, which envisages intervention in the Law on Higher Education. This initiative aims at the broader recognition and equivalence of diplomas obtained before the Bologna system, affecting not only the salary aspect, but also academic status and career advancement opportunities.
