210 million lek grants for social enterprises - State aid for employment and services

The decision of the State Aid Commission authorizing the state aid scheme "Social Enterprise Support Fund for the period 2026–2028" has been published in the Official Gazette, a financial instrument that aims to strengthen the role of social enterprises in the protection and social inclusion of disadvantaged groups.
According to the decision, the scheme aims to financially support social enterprises that contribute to the social inclusion of disadvantaged groups, through employment and the provision of social services. The assistance will be provided in the form of grants from the state budget. The total fund foreseen for this scheme is 210 million lek. The financing will be realized mainly through subsidizing the minimum wage and covering mandatory social and health insurance for employees of social enterprises.
The beneficiaries of this scheme are social enterprises, which carry out economic activities in the production of goods or provision of services, having as their main mission social inclusion. The scheme will be implemented throughout the territory of the Republic of Albania and will be administered by the Ministry of Health and Social Welfare.
According to the decision, this scheme gives an economic advantage to social enterprises compared to other operators in the market, and at the same time does not harm competition.
In this context, the scheme was assessed as permissible state aid in the form of “De minimis”. According to this principle, the value of the aid for a single enterprise should not exceed 14 million lek for a financial period of three years. Meanwhile, each beneficiary will have to sign the “De minimis” aid declaration, while the Ministry of Health and Social Welfare is obliged to report annually, by March 31, on the implementation and economic impact of the scheme. Also, all data related to the implementation of the scheme will be stored for a period of ten years, according to the decision published in the Official Gazette.
