Sula: The reform of technical inspections should focus on preventing risks in

Construction safety should be treated as a shared responsibility of institutions, professionals, universities and the private sector, while the technical inspection system should be increasingly oriented towards risk prevention. This was stated by the Inspector General, Dashnor Sula, during the multilateral roundtable on “Construction Safety and Technical Inspection Reform in Albania”.

In his speech, Sula emphasized that ensuring the safety of buildings cannot rely solely on a single institution or link in the process, but requires coordinated cooperation between all actors involved in design, construction, monitoring and control.

He highlighted that challenges related to earthquakes, floods, fires, extreme temperatures and the effects of climate change are imposing new standards on how facilities are designed, built and inspected.

"Today we are not simply discussing technical issues, but about the safety of citizens' lives. Every day people live and work in buildings that must be safe throughout their entire life cycle," Sula declared.

According to him, the approval represents only one stage of the process and does not constitute the end of the responsibilities for ensuring the safety of a facility. He emphasized that the inspection reform aims to move from reactive controls to a preventive approach, from fragmented procedures to an integrated system, and from routine controls to monitoring based on risk analysis.

The Inspector General also called for strengthening professional capacities through the creation and development of specialized profiles, such as building safety inspectors, fire protection experts, and energy efficiency specialists.

An important role in this process, according to Sula, should be played by universities, which can contribute to the drafting of modern standards, the development of scientific research and the preparation of contemporary technical control methodologies.

He also emphasized the use of technology, underlining that the "e-Inspection" platform should be used as an instrument for risk management, control planning, inter-institutional coordination and increased transparency.

In conclusion, Sula emphasized that approximation with Eurocodes and European standards remains a necessary objective for the protection of life, property and the environment.

"Construction safety is not a luxury, but an obligation to citizens. The future of inspection must be more professional, more transparent and oriented towards risk prevention ," he concluded.
