How the monthly pension supplement scheme will work - Details of the decision

From January 1, 2026, thousands of pensioners in the country will benefit from additional ALL on top of their pension. According to the decision approved by the government, the supplements range from 600 to 1800 ALL per month.

The measure aims to help low-income pensioners by increasing their monthly income to more easily cover living expenses. The payment will be given monthly, along with their pension, and will be financed from the state budget for 2026.

Who benefits from compensation of up to 1,800 lek per month?

Beneficiaries are pensioners with monthly incomes of up to 40,000 lek, which include:

pensioners with full old-age pension (before and after the 2015 reform);

retired mothers with many children;

reduced pensions;

retirees from mining, oil, gas and metallurgy industries.

Compensation up to 1,000 lek per month

This category includes pensioners with incomes up to 18,000 lekë, mainly:

pensioners of former agricultural cooperatives;

rural pensioners.

Compensation up to 800 lek per month

For pensioners with income up to 22,000 lek, such as:

pensioners with partial old-age pension;

pensioners who do not complete the required years of insurance;

social pension beneficiaries.

Disability and family pension compensation

600 lek per month for disability pension (up to 30,000 lek income);

700 lek per month for family pension (up to 18,000 lek income).

If full compensation would result in exceeding the income limit, then the amount is paid only as a difference, so that the total income does not exceed the specified ceiling.

The calculation of monthly income includes not only the basic pension, but also:

supplementary allowances;

special financial treatments;

previous compensations approved by decisions of the Council of Ministers.

The scheme also includes people who retire from January 1, 2026, but who have acquired the right by December 31, 2025, people who acquire the right to a pension during 2026. Meanwhile, those who acquire the right after January 1, 2027 do not benefit from this scheme.

The total financial cost amounts to 9.8 billion lek and the funds will be covered by the social security budget for 2026.
