How will the property market change in Albania? Document/ Clear property rights and efficient registration systems
The government envisages a transformation of the property market in Albania in order to develop businesses and the economy. In the Economic Reform Program (ERP) 2025–2027, published in the Official Gazette, significant attention is paid to this segment.
The reform aims to ensure transparency and efficiency of cadastral services with a broad impact on improving the business environment.
Specifically, they address one of the fundamental prerequisites for market development, which are clear and secure property rights.
According to the document, improvements in property registration systems go beyond technical modernization to include fundamental changes in the way property rights are documented, protected, and transferred.
The document cites that the importance of cadastral reforms extends to multiple dimensions of economic activity.
“Clear property rights and efficient registration systems reduce transaction costs in property markets, enabling a more efficient allocation of land and real estate resources. They provide the basis for the use of property as collateral, potentially expanding access to finance, particularly for small and medium-sized enterprises. Perhaps most importantly, they create the necessary certainty for long-term investment decisions, both domestic and foreign,” the documents state.
The 2025-2027 economic reform agenda aims to create a powerful synergy that can accelerate economic transformation beyond what individual reforms could achieve in isolation.
