September, higher consumption than July-August - Taxes collect 392 million euros in revenue
September has been a very good month in terms of population consumption and tax paid. Despite being the last month that closes the summer tourist season in the country, it seems that this has not been felt, as tax revenues are higher than those collected in July and August.
Referring to official data from the General Directorate of Taxes, the total revenues realized for the month of September 2025 reached 39.2 billion lek or 392 million euros. While in August, tax revenues were recorded at 385 million euros, thus recording an increase of 7 million euros. It is also increasing compared to July, where revenues were 390 million euros.
Compared to September 2024, revenues have been exceeded by 53 million euros. Expressed in percentage terms, the exceedance compared to the previous year is recorded at 15.7%.
While in relation to the planned amount, the increase in revenue is recorded at 27 million euros or 7.4%.
In the first 9 months, tax revenues reached 212.6 billion lek, an increase of 42 billion lek or 420 million euros compared to January-September 2024.
Tax revenues include revenues from domestic net VAT, profit tax, personal income tax, and national taxes, which have had positive performance throughout the year.
The main factors of revenue growth are related to economic growth, higher business activity and increased consumption, which is reflected in domestic VAT and profit tax.
The main weight in the increase has been held by the revenues generated by the Value Added Tax, which also indicates the increasing consumption among the population. Meanwhile, September, in addition to tourism, is also the month when the new school year begins for pre-university students, which also encourages increased purchases. Tourism has also increased revenues from services, VAT and excise duties.
Personal income tax is another item with a significant weight in tax revenues, which reflects the increased salaries of the administration and the private sector as well as the positive effects that the anti-informality reform has had in this regard. The campaign for electronic invoicing and numerous field controls have contributed to the formalization and increase in tax revenues. Also, the declaration and payment of DIVA obligations by employees in the country have influenced this performance.
Revenues from special funds, social and health insurance, collected by the Tax Administration, have seen a significant increase month after month, which also reflects the wage increase reform and the one against their under-declaration.
Profit Tax and National Taxes have also had a positive performance.
Meanwhile, the use of technology and risk analysis appears to have significantly improved revenue management.
