Albanians pay 242 million euros in turnover tax - Consumption increased income in 2025 by 28 million euros

Albanian citizens who own or use a vehicle paid approximately 242 million euros in traffic tax last year.
According to the annual report of the General Directorate of Taxes, revenues from Road Traffic and Fuel Taxes have recorded a positive performance during 2025, reflecting both increased consumption and improved tax administration. According to the data, these revenues were programmed at 23.8 billion lek, but actual collections reached 24.2 billion lek or 242 million euros.
This translates into an overshoot of the plan by about 0.4 billion lekë, or 1.7% more than initially forecast. This result indicates a stable performance of revenue collection, influenced by factors such as the positive performance of the tourism sector, increased vehicle use, increased demand for fuel and the strengthening of fiscal controls.
Compared to the same period in 2024, when 21.3 billion lek were collected, revenues from these taxes have increased by 2.8 billion lek or 28 million euros, or 13.4%. This double-digit growth is also considered an important indicator of the expansion of economic activity and domestic consumption, especially in the transport sector.
Overall, the performance of revenues from turnover and fuel taxes constitutes a positive signal for public finances, contributing to the increase in budget revenues and the creation of greater space for public investments, given that these revenues go directly to this item.
The circulation tax is applied at the level of 27 lek per liter of diesel and occupies a significant portion of the price structure of fuels purchased by citizens, after excise duty and VAT.
Sales tax accounts for 8.2% of total tax revenues.
