Albania is expected to soon create a Digital Identity Portfolio. The National Authority for Cybersecurity has published for public consultation a draft law on Electronic Identification, Trusted Services and Digital Identity Portfolio, which envisages the construction of a digital identity portfolio, a mechanism that will give every citizen a secure and centralized tool for using their digital identity, with the aim of facilitating access to public and private services.

A Digital Identity Wallet is an electronic identification tool that allows a user to securely store and manage identification data and electronic certificates. It is a single electronic file with private data, including an identity card, passport, license, diploma, health certificates and other certificates that a citizen may need to receive a public or private service.

But how can this wallet be used specifically?

For example, it can be used when applying for a bank loan. Applying for a bank loan is a process that usually involves multiple steps, from physical meetings to collecting and signing all the paper documents.

Using the Digital Identity Wallet, the citizen only needs to select the necessary documents stored in this wallet and sign them if required. They are then automatically sent securely for verification to the bank, which can then proceed with the application process.

Also, the Digital Identity Portfolio can be used in cases of establishing employment relationships where the employee can immediately provide a copy of their credentials to a potential employer.

The use of Wallets is voluntary. Access to public and private services, the labor market and the freedom to conduct business is not limited in any way or made disadvantageous for natural or legal persons who do not use Wallets. Access to public and private services will continue to be made through other existing means of identification and authentication.
