Albania, with an advantage in the energy transition - Objectives on obligations

Albania is among the countries with a favorable position in the energy transition towards 2030, with objectives that in some of the main indicators go beyond the obligations set by the Energy Community.

The new report of the Energy Community Secretariat, which assesses national energy and climate plans and countries' progress towards the 2030 objectives, highlights a high level of ambition for Albania.

One of the key indicators is the share of renewable energy. Albania aims to cover 54.4% of gross final energy consumption from renewable sources in 2030, going beyond the 52% target set for the country.

The Albanian position is also supported by the current structure of electricity production. Albania is among the few economies analyzed that do not rely on coal for electricity production, while hydropower continues to form the basis of the system.

In addition to hydropower, a second source has been rapidly added in recent years. The report singles out Albania and North Macedonia as leading countries in the Western Balkans for the development of photovoltaic capacities.

Albania is also among only three Contracting Parties that have managed to maintain or exceed the level of their 2020 target for renewable energy, a baseline that the report considers important on the path towards the more ambitious 2030 targets.

Another ambitious target is related to transport. Albania aims for 35% of the energy used in this sector to be renewable by 2030, the highest level set among the countries analyzed in the report.

In energy efficiency, the trajectory is also positive. The Albanian projection for final energy consumption in 2030 is expected to be around 2.33 million tons of oil equivalent in 2030 (Mtoe), lower than the limit of 2.40 Mtoe set for the country. The assessment of progress places Albania among the countries that appear to be on track to meet the energy consumption targets.

Higher ambition than the obligation also results in emissions. Albania has set a target of 10.2 million tons of CO₂ equivalent for 2030, against the limit of 12 million tons set by the Energy Community.

The report also highlights that the country is orienting policies towards the electrification of transport, the development of charging infrastructure and the support of electric vehicles, while also foreseeing the creation of an emissions trading system.

For Albania, the challenge of the coming years thus increasingly shifts from setting objectives to making investments that will make them achievable.

In total, the nine Energy Community countries estimate that around €151 billion in investments will be needed by 2030, with only 10–30% of the financing expected to come from public budgets. The rest should be mobilized mainly from private capital.
