The employment of domestic workers in Albania enters a clear legal framework for the first time. The government has approved changes to the rules for the entry and residence of foreigners, creating a special category for "domestic workers", with a specific visa and a unique permit that combines residence with the right to work.

In recent years, more and more Albanian families, especially in Tirana and the larger cities, have hired domestic helpers and caregivers, mainly from the Philippines, to care for children or the elderly. This market has until now operated in a partly informal manner, often through intermediaries or private agreements, without a clear legal status for the employee.

According to the draft decision, foreigners coming to work as domestic workers will apply for a D/PSH type visa, accompanied by mandatory documents: employer registration with the Central Bank and taxes, online approval for employment from AKPA and an employment contract, clearly defining the term and nature of the work.

In parallel, the law also provides for a single permit for domestic workers, which allows foreigners to have both a residence permit and the right to work with a single application. This permit requires formal documentation: proof of the employer's tax registration, approval from AKPA and an employment contract according to the Labor Code, with a clear description of the employment relationship.

Another innovation is the integration of this category directly into the electronic forms of e-Albania. The employer and the employee must declare online detailed data on the business, job position, gross monthly salary, as well as the term of the contract – making the process fully traceable.

Essentially, the relationship between the host family and the foreign worker moves from a gray area to a legally contracted relationship, with state control of the employer and clearly defined conditions. The authorities thus aim to reduce undeclared work, increase security for families and guarantee more protection for the workers themselves, in a sector that is growing in parallel with the social needs of Albanian families.
