Albania paves the way for purebred breeding - Strong criteria for import and trade. Fines up to 5 thousand euros

At a time when livestock farming is experiencing a continuous decline in both milk production and head count, Albania will have a complete legal framework that paves the way for racial breeding, with the aim of increasing production efficiency and the competitiveness of this sector.
The draft law of the Ministry of Agriculture, submitted for public consultation, "On pedigree breeding, trade and entry into the country of pedigree animals and their germinal products", which aligns Albanian legislation with that of the EU, addresses the need for a clear and unified framework for pedigree work, in conditions where consolidated pedigree breeding structures, pedigree programs and individual data systems for the productive and reproductive performance of animals are lacking in practice.
This situation undermines the potential for increasing productivity, quality and competitiveness of the livestock sector, and makes it difficult to preserve genetic diversity.
Specifically, the draft law aims to establish clear rules for the recognition of racial entities and for the approval or oversight of racial programs.
It is envisaged to create a legal basis for the administration of zootechnical data (including performance testing and genetic evaluation) and for their connection to the animal identification system (RUDA) through the National Zootechnical Data Registry (NDZ);
It also aims to standardize zootechnical certificates and increase reliability for trade and entry into the country of animals and germinal products;
The draft also provides for the strengthening of official control mechanisms, corrective measures and sanctions in case of non-compliance.
Specifically, failure to keep or incorrect keeping of the breed book is punishable by a fine of 50,000 to 200,000 lekë; use of genetic material without zootechnical documentation, issuance of certificates with false data is punishable by a fine of 100,000 to 500,000 lekë; refusal of inspections or obstruction of official control - up to 300,000 lekë; failure to report mandatory data - up to 150,000 lekë; unjustified use of the designation "recognized breed" without a decision - up to 250,000 lekë; use of germinal products in violation of the breed program - up to 300,000 lekë.
For serious or repeated violations, fines are doubled and accompanied by suspension. Sanctions also apply for false declaration of ancestry; manipulation of performance testing/genetic evaluation results; unauthorized use of official breed names/herd books.
Through this draft law, the objective will also be the protection and renewal of indigenous breeds and genetic diversity, by creating instruments for national programs and the corresponding support.
In this way, the aim is to gradually improve the productivity and added value of livestock products, through controlled selection and reproduction practices.
The draft comes at a time when the ban on meat imports from Brazil will come into effect in two days.
