France, additional fees for Temu and Shein - Measures range from 0.25 euros for

France began, from Tuesday, imposing punitive measures against companies that represent the "most extreme end of fast fashion", in an attempt to curb the growth of sales of cheap clothing offered by e-commerce platforms such as Shein and Temu.

These punitive measures, which are part of a fast fashion law passed in June, aim to address environmental concerns caused by overproduction and range from 0.25 euros for a pair of socks to 12 euros for a coat. However, the fine cannot exceed 50% of the product's sales price before taxes.

These measures add to the difficulties facing Shein, after the expiration of the exemption from customs tariffs for free packages in the European Union and the US caused the company's valuation to fall significantly, ahead of its debut on the Hong Kong stock exchange on Tuesday.

Neither Shein nor Temu responded to requests for comment on the tariffs. Shein spokesman Quentin Ruffat in France had previously said that punitive measures against fast fashion would harm consumers by driving up prices. China’s Ministry of Commerce has described the French law as discriminatory and a trade barrier, saying it could violate World Trade Organization principles.

France's fines, which are expected to increase further from 2030, are calculated using a formula that takes into account the number of products sold, prices and the possibility of repair. According to the company's prospectus, as of March 31 this year, Shein had more than 2 million products in its catalog, with around 4,700 new clothing models added every day.

European retailers such as Inditex, Zara and H&M, which offer a smaller range of products on their websites, are not expected to be affected by the fines, according to an official announcement on Monday. Under European Union regulations on textile waste, member states must have an Extended Producer Responsibility body, which collects fees from textile producers in order to finance the collection, sorting and recycling of discarded clothing.
