Albania, first in cybersecurity - Rama: After the 2022 attack, cyber defense was strengthened

Albania has been ranked first in the National Cyber Security Index, NCSI, with 98.33 points, sharing the highest score with the Czech Republic. The index assesses the capacities of countries to prevent and manage cyber threats, based on legal, institutional and technical measures.
In the published ranking, after Albania and the Czech Republic, come Canada and Estonia with 96.67 points.
Meanwhile, in the digital development indicator, Albania is rated with 62.34 points, a significantly lower level compared to the leading countries in this regard.
The result was also commented on by Prime Minister Edi Rama, who links Albania's rise to investments and the strengthening of the defense system after the July 2022 cyberattack. According to the Prime Minister, the country ranked 54th in 2023 and 15th in 2025, before reaching the top of the ranking.
Rama says that during this period, a new cyber defense architecture has been built and institutional and professional capacities have been strengthened, also in cooperation with international partners.
However, the NCSI does not measure the overall level of digitalization or the number of cyberattacks, but rather a country's capacities to prevent and cope with threats in the digital space.
