Challenges for energy market integration - From consumer rights to energy poverty. The measures needed

Our country must take a series of steps to integrate into the European energy market, starting from consumer rights, energy poverty or the price for emitted carbon. During the National Energy Forum, organized by Co-PLAN, Arben Kllokoqi, head of the Regulatory Support Working Group, at the Energy Community Secretariat, listed some of the main points in this regard.
Discussions at the forum also focused on the importance of energy efficiency, the creation of energy communities, or the diversification of production sources, to move towards energy security, but while protecting the environment and the needs of local communities.
“In recent years, Albania has made important steps at the policy and legislative level. The adoption of the Law on Climate Change, as well as the revision of the National Energy and Climate Plan, are essential developments that bring us closer to the European framework. However, the gap between legal documents and implementation still remains large. Our country continues to be over 95% dependent on hydropower. This dependence makes the energy system extremely fragile, where every water crisis turns into an energy and financial crisis. Energy communities still do not have a functional legal framework, while consumers and producers face complicated procedures. There is an urgent need to modernize the grid and serious investments in its capacities to integrate solar and wind energy. Equally important is the integration of climate and energy planning at the local level, because the green transition is not implemented only in the ministry, but in the municipality”, - said Anila Bejko, Executive Director of Co-PLAN.
During the formation, it was emphasized that the Energy Transition is entering a crucial phase and, in order to be considered successful, it must be fair, understandable and shared.
