The "hospitality" sector, the most problematic for informality - The Inspectorate increases controls in hotels, bars and restaurants

The hotel, bar and restaurant sector has been at the center of the Labor Inspectorate's inspections during 2025. The data show a clear increase in inspections, from 3,305 in 2024 to 3,784 in 2025, or about 480 more inspections within a year.
This sector, known as HBR, includes hospitality and food service activities and results in being the area with the highest weight of inspection interventions. According to the analysis, the high number of businesses, frequent employee turnover and high level of informality make this sector among the most problematic in the labor market.
In parallel, the inspections have also identified problems in declaring salaries. In total, 1,204 employees insured with a minimum wage have been identified. Of these, 154 cases belong to the hotel, bar and restaurant sector, while in total this sector presents up to 171 employees with identified problems, maintaining the first place for violations. The data confirm that HBR remains one of the sectors with the highest risk and requires continuous monitoring.
In conclusion, the Labor Inspectorate emphasizes that the hotel, bar and restaurant sector, together with manufacturing enterprises, will continue to be a priority for controls, with a focus on the formalization of labor relations and compliance with the minimum wage. The increase in inspections and the identification of over 1 thousand cases with the minimum wage show the challenges that remain in the fight against informality.
