How much tax do Albanians pay from their salaries? In the first 4 months, the budget collected 284 million euros. The plan is exceeded

The tax paid by Albanian citizens from the personal income they have generated during this year has increased significantly.
In the first 4 months of the year, personal income tax collections resulted in an increase of 1.3 billion lek or 13 million euros compared to the first 4 months of 2025, reflecting significant changes in the labor market, wage levels and the expansion of economic activity in the country.
According to official data, Albanian citizens have contributed a total of around 28.4 billion lek, or approximately 284 million euros, to the state budget from salaries and other income, including those from long-term rentals and accommodation platforms such as Airbnb and Booking.com.
Compared to the same period a year ago, revenues from this item have increased by about 4.6 percent, and compared to the plan, it results in an excess of 0.7%.
While during April alone, collections reached around 67 million euros, confirming a positive monthly performance.
If we analyze the data over a decade for the revenues collected in the period January-April, we notice a continuous and strong growth, which has brought this item to record levels. Specifically, revenues have increased from about 8.7 billion lek in January-April 2016 to about 28.4 billion lek, an expansion of 19.7 billion lek or 197 million euros, or 226.4% in a decade.
According to the tax administration, this increase is closely related to improved formalization in the economy and increased income declaration. Campaigns against informality, especially those targeting under-declaration of wages during 2025 and beyond, appear to have influenced the change in business behavior.
Also, the establishment of reference wages in sectors with a high level of informality, such as tourism, construction and healthcare, has led to an increase in declared wages and, consequently, in tax liabilities. Wage increases in the public administration over the last two years have also had an impact, followed by the private sector, as well as the increase in the minimum wage to 50 thousand lekë.
Another contributing factor is the expansion of the rental market, especially short-term ones related to the development of tourism. The increase in properties listed on online platforms has increased the income of individuals and at the same time the level of tax paid. The total receipts from TAP also include income from bank interest.
