New Generation Roads - Transport Community: Albania, with 63% implementation level of the Action Plan

Albania has made steady progress in implementing the New Generation Roads Action Plan, reaching an overall implementation level of 63%, according to the latest Transport Community report for 2025. However, according to the document published a few days ago, it is emphasized that there has been no progress on the measures carried over from the previous Roads Action Plan.
According to the report, the main progress has been made in the field of road maintenance, where Albania has reached an implementation level of 67 percent. The entire national road network under the administration of the Albanian Road Authority is currently maintained through performance-based maintenance contracts. Over 105 million euros are foreseen for road maintenance services for the period 2026–2028.
Another important step is related to the updating of the national road network inventory and the clarification of road axis ownership, following changes approved by decision of the Council of Ministers. These changes are expected to improve the planning and management of road assets, through the further development of the Road Asset Management System.
In the field of intelligent transport systems, Albania has reached an implementation level of 44 percent. The National Traffic Monitoring Center has been built and equipped, while work continues to install cameras and ITS infrastructure along about 200 kilometers of the main road network.
Progress remains more limited in the area of climate sustainability of road transport and the use of alternative fuels, where the level of implementation is estimated at 39%.
