Business in the face of informality - Investment Council Survey: Perception

According to data from the latest Investment Council survey for 2025, the perception of informality in the country continues to remain high and unchanged since 2017.

According to the survey, 7 out of 10 companies declare that informality is present in the market. This stability in perception shows that, despite interventions undertaken over the years, informality continues to be considered by businesses as a deep-rooted and ongoing phenomenon.

The same data also highlights the main factors that drive informality. Even in 2025, businesses identify corruption and unfair competition as the main drivers. Regarding the nature of informality, the most widespread forms, ranked from most important to least important, remain tax evasion, undeclared work, corruption, and non-registration of activities or entities.

In the construction industry and the service sector, informality is mainly perceived through tax evasion and undeclared work, often accompanied by non-registration of activity. What is confirmed is that these two forms remain the most widespread in 2025, although with a decreasing trend from year to year.

Overall, about 8 out of 10 companies in 2025 report facing competition from informal activities. This perception has been relatively stable over the years, with an average of 7 out of 10 businesses reporting the presence of informality in the market since 2018.
