Investments and trust in the international arena are increasing - ALTAX Report: Albania on a positive trajectory, but there are also challenges
Albania has experienced one of the most stable political periods of the last decade, with high diplomatic representation, positive assessments from international agencies, and a significant increase in foreign investment and the number of tourists visiting the country.
But according to an analysis published by ALTAX, this political stability of 2021–2025 has not translated into real, inclusive and sustainable development for citizens and the economy. In its report, ALTAX emphasizes that foreign direct investment in Albania reached a record of 1.58 billion euros in 2024. But behind this numerical increase, another reality lies. Most of the foreign capital is oriented towards residential construction and tourism, sectors that generate quick profits, but few jobs and almost no long-term effect on economic productivity.
Meanwhile, the tourism sector has also set record figures. More than 11.7 million visitors were registered in 2024 alone, making Albania an increasingly popular destination in the Western Balkans. However, here too, the benefits are concentrated in coastal and urban areas, while most of the country's territory remains outside this development. ALTAX highlights that tourism in Albania is developing in a fragmented manner, without a strong connection to local production, handicrafts or agriculture. As a result, the economic benefits are limited and do not include small communities and micro-businesses.
Another problem highlighted by the report is the lack of significant progress in the country's economic competitiveness. Despite positive international perceptions, Albania continues to fail to attract investment in technology, innovation, or industrial production sectors.
From a social perspective, disparities between urban and rural areas have deepened, while the emigration of young people and qualified professionals continues to increase. ALTAX emphasizes that Albania has missed a golden opportunity to capitalize on the political momentum. Without deep reforms in public services, education, justice and the business climate, this moment of stability does not mark a turning point for the country's development.
Experts recommend a profound shift in economic priorities, with a focus on domestic production, the involvement of local communities, and building a sustainable economy that goes beyond numbers and international perceptions.
