VAT refund, an effective process, but limited trust/ KI survey: 9 out of 10 companies receive the benefit

VAT refunds continue to be a process, with businesses showing a moderate level of confidence. According to the Investment Council survey data, about 1 in 2 companies eligible for refunds choose to apply for the benefit of refundable VAT.
The main reasons for hesitation are related to the lack of trust and the complexity of the procedure in the electronic system, although the data shows a different reality for the companies that apply. For these entities, the process is largely effective, as 9 out of 10 companies that apply actually benefit from the VAT refund.
The data also shows that the refund is mainly obtained after the tax audit is carried out, but since 2022 there has been a significant increase in cases of automatic refund from the system. This trend signals a move by the administration towards automation and increased trust in the process.
Digitalization has also played an important role in this regard. Compared to 2022, trust in the digital reimbursement platform has increased significantly, with 7 out of 10 companies stating that it has facilitated the process, especially for exporting businesses.
During 2025, VAT refunds are considered problematic by only 3 in 10 companies, a significant improvement compared to previous years. However, lack of trust and perception of complicated procedures still remain the main obstacles to application, despite the improvements noted in the functioning of the system.
