Requalification of secondary roads in the New Durrës area / The Municipality opens the competition for 137.6 million lek, aiming to improve the infrastructure

The Municipality of Durrës has announced the opening of the competition for the rehabilitation of secondary roads in the New Durrës area. The limit fund foreseen for this investment is 137 million and 604 thousand lekë.
According to the document in the Public Procurement Agency, the project aims at urban requalification of the area, as well as improving infrastructure, security and aesthetic aspects. In addition to solving problems such as road infrastructure, pedestrian movement, lighting, greenery, another focus of urban requalification is to give it a new identity and be a reference point, turning it into a sustainable and aesthetically harmonious urban area.
The area under study is located in Spitalë and covers an area of approximately 46 hectares. According to the technical report, it was developed mainly after the 1990s and is dominated by informal 1 and 2-story buildings, some of which are still in the process of legalization. The current state of the infrastructure appears problematic. Some of the main roads have recently been rehabilitated or are in the process of reconstruction, while secondary roads continue to be completely unpaved and depreciated.
Meanwhile, the lack of public spaces, recreational parks and greenery is evident. Another problem identified is the lack of signage and street lighting, which makes the area unsafe, especially at night. In addition to the poor infrastructure, the report also focuses on the spontaneous and unorganized development of the area over the years. Each resident has intervened individually to solve their problems, without considering the impact on common spaces, creating a chaotic and difficult to unify urban landscape.
Meanwhile, the surrounding walls of the apartments are built in an irregular manner with concrete blocks, wire mesh and improvised railings. The report states that these constructions not only negatively affect urban aesthetics, but do not follow any unified standards.
Thus, a complete intervention in the infrastructure of the secondary roads of the area is foreseen. According to the technical plan, the area is divided into two residential blocks, the first block consists of 17 alleys, while the second block consists of 19 alleys.
Through this project, the Municipality of Durrës aims not only to systematize roads, but also to create a new urban standard in an area that has been developed for years without proper planning.
