The French Lyceum of Korça returns - Teaching in three languages and double diploma

The government has submitted for public consultation the draft law for the establishment and functioning of the public institution of higher secondary education "Liceu French of Korça", an initiative that aims to restore one of the historical traditions of Franco-Albanian educational cooperation and create a new educational model with international standards in Albania.
According to the draft law, a regional and international approach to education will be ensured, by developing Franco-Albanian partnerships in the educational, cultural and scientific fields. Through this project, the aim is to restore the historical tradition of Francophone educational cooperation in Korça, where the French Lyceum operated in the period 1917-1939, one of the most important educational institutions of the time.
Teaching at this institution will be conducted in three languages: Albanian, French and English. The curriculum will be based on a coordination of the educational programs of the two countries, approved by the relevant Albanian and French authorities. This will enable students to obtain two diplomas at the end of their studies: the Albanian State Matura and the French Baccalauréat diploma, increasing the opportunities for continuing their studies at international universities.
According to the report, the lyceum will be a public institution with administrative and financial autonomy, managed by a structure that includes an Administrative Council, the Council of the Institution and the Director of the Lyceum. The Administrative Council will be chaired by the Minister responsible for education or his representative and will also include representatives of the French authorities, including the French Ambassador to Albania. The Director of the lyceum will be proposed by the French Ministry of Education, while the Deputy Director will be proposed by the Albanian Ministry of Education.
The high school is expected to have a maximum capacity of 360 students in 12 classes, while the average cost per student is estimated at around 8,800 euros per year, several times higher than in a standard public high school, due to the international education model, specialized pedagogical staff and scientific laboratories.
According to the financial analysis, it is expected that during the first five years of operation the total cost will reach around 11.3 million euros, of which around 10.7 million euros will be covered by the state budget. Meanwhile, the French side will contribute to financing the position of the director of the institution. The initial investment for laboratory equipment and digital infrastructure is estimated at up to 2.3 million euros.
