Public administration reforms - Focus on efficiency, training and EU standards

Public administration is entering a more concrete phase of transformation, as part of the country's preparation for membership in the European Union. At the heart of this phase will be the implementation of the Cross-Sectoral Strategy for Public Administration Reform 2025–2030, the Action Plan 2025–2027 and the Indicator Passport, a package that aims not only to modernize the administration, but also to adapt it to the stronger requirements of the negotiation process with the EU. The document foresees that the administration will become more digitalized, more transparent, more measurable in results and more citizen-oriented.

In practice, this means that more tangible changes are expected in the way the state functions in the coming years. The human resources management system will be strengthened, performance rules will be reviewed, while the provision of public services will be more directly linked to citizen satisfaction and structured mechanisms. The administration will also work with real-time assessment tools, with the aim of correcting public policies more quickly and on a trial basis.

One of the most concrete innovations is related to the way public institutions will be supervised. The document foresees the creation of a mandatory and uniformed system of supervision and accountability for subordinate institutions, based on results and performance.

Another direction is the motivation and retention of human capital in the administration. The document underlines that the “Motivation Package” for public servants, presented on European practices, will continue. As concrete measures, the flexibilization of working hours and the improvement of the annual leave regime have been finalized, with the aim of strengthening the work-life balance and increasing the well-being and engagement of civil servants.

The preparation of the administration for European standards is also being accompanied by new leadership and technology programs. Within the framework of the 2025 executive program, 67 public administration managers have been certified. These movements show that the reform is not seen only as a change in laws, but also as a preparation of leaders and the administration for a more modern governance.

By 2025, the financial foundations of this new phase have also been laid. The public administration salary reform, extended over the years 2023–2024, has cost about 39 billion lek and has included about 130 thousand public employees. As a result, the average salary in the administration has reached 1,050 euros, from 530 euros at the beginning of 2023.
