Employment 2025, businesses pay 64 million lek in fines - Labor Inspectorate increases controls, 28% more penalties

The State Labor Inspectorate's report for 2025 reflects a significant increase in controls and punitive measures, reflecting a stronger focus on implementing legislation and protecting employee rights.
During 2025, 268 fines were imposed for 285 violations of legal provisions, reflecting cases where more than one violation was found against an entity. In total, these fines amounted to 64,584,000 lekë, marking an increase of 28% in number and 20% in value compared to 2024. Of these, 45% of the fines have been executed, with an expectation of an increase after the completion of administrative and judicial procedures.
Regarding the distribution by region, the Tirana region leads with 126 fines, with a total value of around 23.3 million lek, ranking first in both number and value. Next comes the Shkodra region, with the second highest value of fines, reaching 15.2 million lek, although only 23 fines were imposed.
In third place is the Vlora region, with a value of 9.7 million lek, while a total of 34 fines were imposed.
But what are the key data of the report for 2025?
In the period January-December, 9,532 entities were inspected. Meanwhile, 8,086 entities on a risk basis were inspected in total. As for new entities, 19,679 were advised on their rights and obligations under labor legislation. Inspections due to complaints are 40% more compared to 2024, where 70% of them were in favor of employees, reaching 963 cases in total. Meanwhile, 132% more warnings were registered, reaching 4,192 in total. As for suspension measures, they reached 1,269 in total for 2025.
