Properties, in a single digital registry - How will the fiscal cadastre work? 2.5 million properties are entered into the system

The Fiscal Cadastre is expected to be fully operational soon, in which the data of all real estate in Albania will be digitally integrated and will function as a key point for the administration of the building tax, at market value. In total, it is estimated that there are 2.5 million real estate properties of Albanian citizens.
The Government has approved the decision to establish the “Central Register of Real Estate Database (Fiscal Cadastre)”, a comprehensive database that will contain buildings and building units; owners, developers and users of building units, in order to determine tax liability, tax obligations and tax exemptions; value zones, including geographical boundaries, unique identifiers and reference prices for each of them; geographical boundaries and unique identifiers (numbers) of parcels; tax base (taxable value) for building units; applicable tax rates for all categories of buildings, applicable late payment interests and fines, as well as tax obligations, payment deadlines and payments made for their fulfillment.
In addition to data on real estate, the Registry will contain detailed data on the individuals who own them.
Responsibility for data management lies with the local government, both in terms of recording data for the administration of taxes on building units within its territory and in making appropriate corrections when there are overlaps or inaccuracies.
The Central Registry of Immovable Property Database will be connected and interact with all the platforms that administer data, such as the Cadastre, Civil Registry, Central Bank, Social Security, Taxes, etc.
The General Directorate of Property Tax, in its capacity as the administrative institution, has the right to read and control all data recorded in the Central Register of Immovable Property Database, as well as the right to delete and modify the data, provided that these rights are exercised based on a request and prior authorization from the relevant municipality and are documented in a regular manner.
Municipalities are obliged to administer the building tax in the Fiscal Cadastre Registry, starting from February 10, 2026.
2.5 million immovable properties of Albanian citizens will gradually begin to be registered in the Fiscal Cadastre, to become subject to the new property tax. According to the medium-term budget program document 2026-2028, the cost of registration is estimated at 25.7 million lek, or 10.2 lek for each registered property. According to the Ministry of Finance, by 2026, all municipalities will be integrated into the Fiscal Cadastre system and property registration in the system will gradually begin.
In 2027, the national property valuation process is expected to be completed, while the new law, which includes the application of a new property tax based on market value, is expected to enter into force in 2028.
And in 2030, the implementation of the land tax will begin, which finalizes the property tax reform.
