Plan for 42 electrical substations - Investments, OSHEE: Improvement of electrical systems in Tirana and Durrës
The Electricity Distribution Operator and the German Development Bank (KfW) have signed a financing agreement for the implementation of the “Electricity Distribution Investment Program I”, which foresees the intervention in 42 electrical substations. This project, which focuses on the expansion and improvement of the electrical systems in Tirana and Durrës, requires land acquisition, so OSHEE has drafted and published the plan to be followed for the relocation and compensation of the owners.
According to this ministry, the document has been prepared in accordance with international standards, in particular the legal and procedural requirements for expropriation in Albania and the KfW Sustainability Guidelines 2022. For this reason, in addition to the cost of expropriation foreseen under Albanian legislation, additional costs have been calculated to meet the international standard.
Referring to the document, in the OSHEE investment program, the construction and operation of a new substation in Kamëz with an access road is planned, which requires the permanent acquisition of 3,860 m2 of land, as well as the rehabilitation of 41 distribution substations, for which 1,024 m2 of land will be expropriated. The total cost of the expropriations is estimated at around 95,200 euros. Meanwhile, if only the provisions of local legislation were applied, the cost would be around 18,600 euros.
According to OSHEE, this Resettlement Policy Framework clarifies the principles and rights of resettlement according to international standards.
