The new Albania-Italy social security agreement, which enters into force today, guarantees for the first time the right for contributions paid in both countries to be recognized and used for old-age, disability, family, unemployment or maternity pensions. The benefit can be received regardless of where you live in Albania or Italy.
The Social Security Institute has drafted and published the guidelines with the rules for implementing the agreement with Italy in the field of social security. This guideline explains how to apply, where to apply and the documents required to benefit. This agreement guarantees equal treatment for all workers, including immigrants, to be treated equally with citizens of the host country, in terms of social security rights.
According to the guide published by the Social Security Institute, this agreement covers according to the legislation: Old-age pension; disability pension; family pension; sickness and maternity benefits, as well as unemployment benefits.
The guidelines explain that to benefit from an old-age pension in Albania, insured persons must have a minimum insurance period of no less than 15 years in both countries. To have reached the age set by law for benefiting from an old-age pension, for men until 2032 it is 65 years old. From 2032 to 2056, the retirement age increases by 1 month each year, until it reaches 67 years old.
Meanwhile, for women, starting in 2015, the age increases by 2 months each year, until it reaches 67 years in 2056. In 2025, the retirement age for women is 61 years and 10 months.
To apply for a pension, the guide emphasizes that if you live in Albania, the application is made at the Social Security Institute or online at e-Albania. If you live in Italy, the application is made at the Istituto Nazionale della Previdenza Sociale in Italy. According to the guide, the process of reviewing the application for benefits in Albania lasts up to 2 months from the date of receipt of the application through inter-institutional exchange. The pension is calculated according to the legislation of both countries by combining the periods.
