Pensions, over 12 thousand contributors added to the scheme - Revenues in the state budget increase, 1.5 billion euros in 10 months

The pension scheme is benefiting from an expanding contributor base and rising wages, reflecting an improvement in the collection of social security contributions. According to official data, the Tax Administration collects around 96% of total contribution revenues, an indicator of the strengthening of tax administration and the formalization of the labor market.
The increase in revenue from contributions is mainly based on the increase in salaries in the public administration, accompanied by the expansion of the salary fund in the private sector, as well as on the measures taken within the framework of the Medium-Term Revenue Strategy and Action Plan for 2025, oriented towards good tax administration and actions against salary understatement, as well as the establishment of reference salaries in the tourism sector and, more recently, in construction.
Data from payrolls declared to the Tax Administration for the first 9 months of 2025 show a significant increase in the number of contributors. During this period, there were approximately 751,520 taxpayers registered on the payroll, or 12,616 more contributors, or a 1.7% increase compared to the same period in 2024.
In the same vein, the number of jobs has also increased. According to the declared payrolls, in the 9-month period of 2025 there were about 761,362 jobs, or 12,457 more jobs, with an increase of +1.7% compared to the 9-month period of last year.
Expanding the contributor base and increasing formal employment strengthen the financial sustainability of the pension scheme, creating more space to meet long-term liabilities and improve the balances of the social security system.
It also creates the opportunity for the continuous increase of current pensions, fulfilling the government's objective that within 4 years, the minimum pension in Albania will be 400 euros.
According to official data from the Ministry of Finance, income from contributions was realized in the amount of 149.1 billion lek during the first 10 months of this year, or 11.8% more than January-October 2024, and with a realization of 100.2% of the plan for the period.
