Salaries/private or state, who "maintains" the budget? - Revenues increase, 494 million euros in taxes have been "collected" in 2025

All employees in the country, in the public administration or in the private sector, have allocated about 49.4 billion lek or 494 million euros from their salaries during 2025, sending them as salary tax to the state budget.
If we analyze where the highest income comes from, from employees in the state or private sector, official data from the General Directorate of Taxes shows that the private sector has paid more.
This is also because the number of employees in the private sector is much higher than in the state administration, despite the fact that the average salary in the state is approximately 23 thousand lek more than what is offered by businesses.
Specifically, the tax paid by administration employees on salaries amounts to 18.4 billion lek or 184 million euros throughout 2025, while approximately 31 billion lek or 310 million euros have been paid into the budget by employees in the private sector.
Compared to the previous year, the tax paid by the public sector increased by 28 million euros or 17.8% and by the private sector by 64 million euros or 26.2%.
In total, the payroll tax has increased by 94 million euros during 2025, with an important factor being the increase in salaries in the public administration.
But it seems that the anti-informality reform undertaken by the General Directorate of Taxes has had a substantial impact, which encouraged businesses with under-declaration to declare the real salaries of their employees, causing a significant reflection on their growth and consequently being affected by the tax bracket, which, being progressive, means that the higher the salary, the higher the tax paid on it. Also, the establishment of indicative salaries in the construction and tourism sectors has been reflected in the increase in tax paid.
According to official INSTAT data, the average salary in the country exceeded the threshold of 100 thousand lek in 2025, settling at 100,280 lek.
This increase has caused the gap with the private sector to widen by about 30%, as the average salary in private businesses, although increasing, remains at the level of 77,155 lek.
