OSCE/ODIHR: Elections were competitive - However, some of our recommendations

There was a great democratic commitment from Albanian society to participate in the elections. The heart of this democratic process was also the vote of the diaspora. These were professional elections in a polarized environment. However, candidates were free to compete, with some minor intimidation.

Election day was peaceful, but there were some incidents.

We appreciate the work of SPAK, the General Prosecutor's Office and the CEC. Secondly, the inclusion of the diaspora vote.

Delegation from the OSCE Parliamentary Assembly: These elections were an important development for Albania, for the first time the Albanian diaspora voted. The elections were competitive, well-administered, the campaign remained calm. However, some recommendations made long ago still remain unimplemented. For example, recommendations on campaign financing, counting votes outside polling stations, forgiveness of fines, concerns about property sales, pressure on citizens, use of the pension scheme. The CEC managed the proceedings efficiently. There was excellent cooperation between SPAK, the General Prosecutor's Office and the CEC in addressing electoral crimes. The polling stations were very small and did not provide sufficient access for persons with disabilities. We call on this government to strengthen the rule of law and implement the necessary reforms. Elections must provide equal opportunities. I call on the new government to build on the successes achieved in the field of the judiciary.

ODIHR Head of Mission: Preparation for the elections was efficient. The election administration was generally transparent. Training of commissioners should be more efficient and voter information on the use of electronic voting devices should be improved. The campaign was peaceful, but there were attacks among key political leaders, especially online. The campaign on social media remains unregulated, there is no authority to control manipulative content online. Campaign financing remains a challenge in the current legal framework. ODIHR recommendations in this area remain unimplemented, however, it remains to be assessed that the CEC distributed finances in a timely manner.

Election Day was generally peaceful and transparent. In some polling stations, the process was not conducted regularly, there were people interfering in polling stations. There were delays in sending votes from abroad.
