Rules for the transport of goods in the EU change - From April 1, 2025, new

Starting from 1 April 2025, road and rail carriers will have to provide data on goods sent to the EU, or transiting through the EU, prior to their arrival, via a complete Entry Summary Declaration (ENS).

This obligation also applies to postal and express carriers transporting goods using these modes of transport, as well as to other parties, such as logistics companies. In certain circumstances, the final recipients of the goods, established in the EU, will also have to lodge the Entry Summary Declaration (ENS) in the ICS2 system.

The European Union's Import Control System 2 (ICS2) enables customs authorities to better assess the risks associated with goods entering the EU, by enabling the submission of accurate and complete data on goods through the lodging of the Entry Summary Declaration (ENS) prior to arrival, thereby improving the EU's ability to prevent and combat customs offences and ensuring a safer trading environment.

The ICS2 system aims to increase the security of goods entering the EU by applying a standardized customs procedure, prior to the arrival of goods, for all modes of transport, including road and rail transport, in addition to existing rules for air, sea and inland waterway transport.

Economic operators equipped with an EORI number in EU countries, who are not ready by this date, should contact the National Service Office of the EU Member State (National Customs Authority) where they are registered and have received their EORI number, to request a deadline for implementing the new version of the system (ICS2) by 1 March 2025. This deadline is granted to them only upon request.

Economic operators will also need to successfully complete a self-compliance test before connecting to the ICS2 system, to verify their ability to access and exchange messages with customs authorities.

Failure to comply with the ICS2 system requirements on time may result in the goods being detained at EU borders and the non-implementation of customs formalities by EU customs authorities.
