Construction of the Vorë-Hani i Hotit railway - 16 companies from Europe and Asia, competing for the 368 million euro project

16 companies from Europe and Asia have expressed interest in the construction of the Vorë – Hani i Hotit railway line. TV SCAN has learned that the first phase of the pre-qualification of the tender, with the companies that will move on to the next phase, is expected to be finalized within this month, with the unobjectionable approval to be given by the European Bank for Reconstruction and Development.
The list of applicants includes companies from Turkey, Italy, China and India, as well as several international consortia competing in joint venture form, pooling technical and financial capacities to meet the required criteria.
The public procurement procedure for this project was opened by the EBRD in December 2024, while the deadline for submitting applications was extended from January 24 to February 24, 2025. Upon the closure of the pre-qualification phase, companies that will qualify will be invited to submit technical and financial offers in subsequent phases, with the objective of concluding the contract within the next year.
Authorities confirm that the goal is for the remaining procurement phases to be completed within the first half of 2026, considering 2030 as still realistic for the full completion of the railway line.
This project, with a total value of 368 million euros, is among the most important in the framework of the modernization of railway transport in the country. It is co-financed by the EBRD, the European Investment Bank (EIB) and a grant from the European Union.
The works will include the rehabilitation of approximately 120 kilometers of existing railway, enabling operating speeds of up to 120 km/h.
