Over 410 million lek for the initial registration of properties - In 106

The Centralized Purchasing Operator has announced the opening of the tender for the initial registration of 106 cadastral areas. The estimated limit fund is 410 million 679 thousand 250 lek.

The General Directorate of the State Cadastre Agency has undertaken this project, which aims to carry out the initial registration process of real estate in cadastral areas that do not operate in the real estate system.

According to the document published by the Public Procurement Agency, out of 3058 cadastral zones that ASHK administers throughout the country, there are around 225 cadastral zones where the initial registration process has not been completed, not including cadastral zones where this process is ongoing.

For the implementation of this project, ASHK has identified 106 cadastral areas located mainly in the northern regions of the country, where the initial registration process has not been completed, thus completing 100% of the initial registration in the northern regions of the Republic of Albania.

These cadastral areas extend to the regions of Kukës 48 ZK, Shkodër 37 ZK, Dibër 12 ZK, Elbasan 5 ZK, Lezhë 3 ZK, Durrës 1 ZK, which due to technical difficulties and financial impossibility have not completed the initial registration process. According to the document, the cadastral areas that are part of this project are mainly located in difficult mountainous terrain. Transport and infrastructure are difficult, property plots are small and distributed even in genuine forest and pasture areas. In general, a regular process of dividing agricultural land under Law 7501 has not taken place in these cadastral areas. This has been one of the reasons why the initial registration process has not taken place in these areas before.

Referring to the document, the completion of the initial registration throughout the country is one of the main priorities of the Albanian government for the implementation of the reform in the field of property rights and the reform of integrated land management, as well as one of the main criteria that must be met by the Albanian state in terms of reforming public services related to property rights within the framework of Albania's integration into the EU.

Also, the completion of the initial registration of real estate throughout the country is essential for the realization of the anticipated investments, as well as for paving the way for new public or private investments in the country.

This project is in line with the Policy Document “National Reform Agenda 2024–2027” under the European Union instrument “Facility for Reforms and Growth for the Western Balkans”. One of the reforms set out in this document is to ensure the transparency and efficiency of state cadastre services, for investors and citizens, and to provide a clear land use policy, with the priority of initial registration carried out in 95% of all cadastral areas by June 2026.

Also, according to the document, it is envisaged that the State Cadastral Agency will have completed the re-registration process for 108 Cadastral areas by June 2026.
