New 110 kV power line/ Zogu i Zi-Tirana Center, strengthening the transmission network in the capital

With a limit fund of around 287 million lekë, the Transmission System Operator has opened the tender for the construction of the 110 kV Zogu i Zi – Tirana Qendër line and the execution of works at the Tirana Qendër substation. The project aims to strengthen the transmission network in the capital and increase the security of electricity supply in one of the areas with the highest consumption load in the country.
According to the tender documents, the investment includes the construction of a new 110 kV underground cable line connecting the Zogu i Zi substation with the Tirana Qendër substation, as well as the installation of new energy equipment at both substations. The works foresee the installation of new 110 kV terminals, the integration of the line into the existing protection and control system, and the modernization of the monitoring and command schemes through the SCADA system.
The project will be implemented with a "turnkey" formula, which means that the winning company will be responsible for the entire work cycle, from design and equipment supply, to construction, testing and commissioning of the line.
The OST emphasizes that the construction of this line is necessary to cope with the increase in energy demand in Tirana and to increase the stability of the transmission network, reducing the risk of overloads and interruptions. The new connection is also expected to improve the flexibility of the system's operation, especially in cases of breakdowns or maintenance works.
The deadline for submission of bids by interested operators is December 30, 2025.
