Special Commission for Territorial Reform is established - Mazniku: Municipalities must play a role in economic development

The Special Parliamentary Committee for Administrative-Territorial Reform was constituted this Tuesday. The Co-Chair of the Committee, Arbjan Mazniku, said in his speech that territorial change is necessary to create sustainable local institutions.
"To connect in the best possible way the competencies that municipalities have, the territory and all the responsibilities they have. The final goal is to create a reform, where we ensure that we have capable, efficient and democratic institutions. To ensure that we have structures that are close to the people, willing and able to represent their problems, but also to solve them.
"Municipalities must increasingly start playing an important role as actors in the economic development of their territory. They must work to understand how more investments come, how more businesses open, how more employment is created, and also have an active role by participating in the economic development of their territory," said Mazniku.
The Commission will consist of 16 members and, as part of its activities, will hold consultations and discussion sessions with the institutions involved in the process.
The new commission that is expected to be established is expected to review the legal and institutional framework of local government; new options for territorial redesign and strengthening the administrative capacities of local government units; analysis of the local finance system, etc.
Due to the phenomenon of emigration, municipalities have lost population, shrinking significantly. According to the 2023 census, 14 out of 61 municipalities have a population of less than 10 thousand inhabitants under administration, while 5 municipalities have less than 5 thousand inhabitants.
