Compensation for public transport fuel - Associations bring to attention the

Restoring the support scheme used during the war crisis in Ukraine is one of the most preferred options by transport operators for coping with the increase in fuel prices.

In 2022, public transport was included in the Social Resilience Package, a direct government intervention to cope with the effects of rising costs. At that time, it was decided that transport companies for urban, suburban and intercity lines would be compensated with 100 lek/liter.

The compensation scheme required operators to apply monthly to the tax administration, submitting relevant documentation, including a license, identification data, and fuel supply invoices. The tax administration verified the requests and disbursed the fund.

The financial effect of this measure amounted to around 430 million lek, covered by the contingency fund of the social resilience package for 2022.

Meanwhile, so far the only measure taken by the government is the establishment of the Transparency Board, which will set mandatory ceiling prices for wholesale and retail fuel operators. It has also promised to reduce excise duty by 20% if the price of oil exceeds 220 lek/liter, but for public transport associations this measure is considered negligible to guarantee normal functioning.
