Incentives for the return of the diaspora - Expertise of Albanian emigrants, in the function of integration

The government is working to create incentives for the return of Albanian diaspora professionals, as part of measures related to the country's integration into the European Union.
This is intended to be achieved by creating support schemes for pupils and students, linked to learning outcomes, talent development, community engagement and returning to work in their home country after completing their studies.
Another important focus is improving services in rural areas, through the establishment of integrated primary health care centers. These centers aim to provide greater access to citizens through telemedicine, transfer of laboratory samples, and delivery of medicines by mail or drones.
The engagement of the diaspora also extends to the field of education and social development. It is planned to organize summer camps and scouting camps in Vlora and Dibër, where at least half of the places will be reserved for children from diaspora families.
The diaspora is also envisaged as a separate priority within S3, with the aim of promoting human capital, technology and culture. Dedicated support of 58,730,000 euros has been foreseen for this for the period 2025–2030, which shows the importance given to its role in the economic and innovative development of the country. Measures and activities aimed at the inclusion of the diaspora are also foreseen in other priorities.
Also, another important direction is related to higher education, where the aim is to improve statistical data through their standardization and the creation of a digital platform for collecting information.
These measures are supported through the engagement of experts from the Albanian diaspora, with the aim of using their experience and expertise to support reforms, the development of key sectors, and Albania's approximation to European Union standards.
