Integration of foreign citizens in Albania - Draft law ready, improvement of migration policies. Ease and digitalization of services
Amendments and additions to the Law "On Foreigners" have been submitted to the Parliament. These amendments aim to improve the rights of migrants and their family members, refugees and asylum seekers, as well as social protection, access to integration programs and services; better provision of information, simplified procedures and institutional strengthening of the provision of services to migrants.
Referring to the document, the draft law "On Foreigners" defines the criteria for entry, stay, employment and exit from the territory of foreigners, and this draft law comes as an important element in the national context, to further influence the opening of regular migration routes for employment, as well as towards the management of foreign entries in the context of growing tourism.
The fight against irregular migration remains one of the priority requirements within the framework of the accession process to the European Union and to this end, the draft law integrates improved provisions related to the return/readmission policy, particularly related to the removal order and the expulsion order.
With the proposed changes, the draft law is expected to improve the migration policies of the Albanian state, facilitating regular migration services through the complete digitalization of migration processes, especially regarding the application of foreigners for visas, residence permits and unique permits.
The draft law introduces improved provisions regarding the obligations arising from the European integration process, in line with the recommendations of the EU progress report, and aims to address the shortcomings arising from the screening process. Meanwhile, it clearly defines the authorities responsible for foreigners, including the authorities tasked with facilitating their integration, and clarifying the rights of foreigners.
The central state authority responsible for determining statelessness status will now be the structure covering citizenship, asylum and foreigners issues in the Ministry of Interior. It also highlights some important provisions on the right of citizens of European Union countries and their family members to move and reside freely within the territory of the Republic of Albania, as well as the improvement and facilitation of criteria for access to the labor market.
