Education workers' salaries are being indexed - How have incomes changed since the 2017 reform?

The salaries of employees in the pre-university education system have been increased through indexation and new allowances, affecting about 36 thousand employees across the country. The measure provides for a 2.5% indexation on the gross salary for each job position, while the seniority allowance is automatically indexed, reflecting the full increase in the salary structure.
For some categories with salaries ranging from 58,000 to 74,000 lek, in addition to indexation, a fixed supplement of 3,000 lek per month will be applied. As a result, the total increase for some positions reaches from 4% to 5.17%, depending on the salary level and seniority.
This package benefits teachers, kindergarten teachers, psychologists and social workers, security officers, dormitory caretakers, instructors and coordinators.
According to official data, 30,000 employees in pre-university education benefit with a financial effect of 114.5 million lek per month, for 1,500 employees in vocational education with 6 million lek per month and 16.7 million lek per month for employees in preschool education and boarding schools. In total, the monthly financial effect of the measure amounts to about 137 million lek.
Regarding the performance of salaries over the years, the current salary scheme in education is based on the 2017 decision, which determined the structure and salary allowances for teaching and non-teaching employees. Since then, salaries have been revised several times through successive amendments to the decisions of the Council of Ministers, bringing about a gradual increase in salary per position and updating of seniority allowances.
A new salary structure was approved in June 2024, setting the base levels for teachers and other staff in the pre-university education system. This year's increase comes as a continuation of this structure, through indexation and allowances, with the aim of improving the income of education workers in line with inflation.
