Import of seeds in agriculture, new rules are defined - Criteria for registration in the National Catalog, cases when GMOs are allowed
The government has strengthened rules regarding the import of seeds for various products cultivated in the country.
The Council of Ministers has approved the draft law "On Plant Propagating and Plant Propagating Material", which aims to bring tangible benefits to farmers and the sustainable development of the agricultural sector.
Specifically, the draft law in question regulates the process of registering imported seeds, according to which, a professional operator will now be responsible for supplying seeds. Also, placing them on the market, such as: sale, holding, free transfer or offer for sale or any other method of transfer or distribution within the country or import from other countries, is the responsibility of a professional operator.
According to the draft law, the right to exercise the activity of trading in plant planting and propagating material is granted to any legal or natural person, whose object of activity is the production, import and trading of plant planting and propagating material, who presents the documentation to the institution responsible for official control for placing on the market.
The person in question appears to be a graduate in the field of agronomy or in the field of forest engineering for cases of forest planting material, as well as having a full-time employment contract as a technical manager.
On the other hand, the draft facilitates the registration of new seed varieties in the National Catalog. The request for registration of a variety is made in the online system on the government platform “e-Albania. The registration of the variety in the National Catalog is carried out only if it is proven that the variety has been tested for distinctness, uniformity and stability, has been approved as a new variety and a person responsible for its preservation has been appointed; The right to use this variety is proven; It meets acceptable standards for the value of cultivation and use; It is declared that the variety is not part of the list of invasive alien species.
"A variety, which is a GMO, is registered only if it meets the above conditions, and if the acceptance or maintenance of such a variety does not conflict with the relevant legislation on GMOs."
The draft is expected to lower costs for farmers by guaranteeing the germination power of plant propagation material on the market.
The draft law guarantees the quality assurance of planting and propagating plant material to support agricultural production.
