Railways, EU assesses Albania's progress/ Integration into the European

Albania must meet a total of 21 conditions (milestones) to close negotiations with the European Union for the group chapter on the Green Agenda and the Sustainable Development Goals, not including other general requirements related to the approximation of legislation.

The EU has published the common negotiating position, a document that shows how aligned Albanian legislation is with that of the European Union regarding Chapter 4, as well as what other milestones our country must meet to close negotiations on this chapter.

Regarding rail transport, the EU appreciates the steps taken by Albania to separate the management of railway infrastructure and operations, i.e. its division into two companies, which is the cornerstone of the single European railway area. The EU encourages continued improvements in railway safety, the institutional framework and interoperability standards, as well as closer cooperation with the European Railway Agency.

The EU also stresses the need for Albania to align with and implement the European Rail Network for competitive freight. However, to conclude the negotiations, Albania must ensure a capable, independent and effective rail regulatory body, a national safety authority and a fully functional national investigative body.

Albania is only negotiating the deadlines for implementing the conditions set by the EU. Our country has asked the European Union for more time, until 2036 or 6 years after the date of EU accession, to implement the Directive relating to ambient air quality, the reduction of national emissions of certain atmospheric pollutants, the recovery of petrol vapours during vehicle refuelling and the control of emissions of volatile organic compounds resulting from the storage of petrol and its distribution from service terminals.

Also, for the implementation of the directive on how packaging (bags, cartons, etc.) is produced, used and recycled, Albania has requested time until 2040 or for a period of 10 years after the date of EU accession. These are just some of the areas where Albania has more difficulties in implementing the legislation and needs to improve more.
