New filter for monuments - State Commission for Art in Public Spaces established

Monuments, busts, memorials, sculptures, or other works of art will not be able to be placed in public spaces without local approval. Any such project will also have to pass through the filter of the State Commission for Art in Public Spaces, which will give final approval from an artistic and cultural point of view.
The new rules are set out in a joint directive of the Ministry of Culture and the Ministry of State for Local Government, according to which the Commission will review any work of art or memorial work that is proposed to be placed in a square, street, park or other public space.
In practice, before a monument or sculpture is placed in a public space, not only the project will be assessed, but also whether it fits the area where it is proposed. The commission will judge the artistic quality, the relationship with the surrounding architecture and urban planning, the impact on the public space, the respect for historical and cultural heritage values, as well as the public interest.
If the Commission does not approve the work, it cannot receive permission to be placed in public space. This applies even when the project is privately funded, as the rule applies regardless of who proposes or funds the work.
The Commission will consist of five members, three of whom are representatives of the ministry responsible for culture or its institutions and two external experts in fields such as architecture, urban planning, visual arts, monumental sculpture and cultural heritage. In special cases, the minister may add two other experts with voting rights.
Works that are temporarily placed in public spaces, for a period not exceeding one year, are exempt from the Commission's approval, provided that they are purely artistic installations/urban decor and do not have a memorial or commemorative character. Advertisements and publicity elements are also excluded from this procedure.
