Invoice for stolen energy - 507 consumers were penalized in 1 year, the value

507 consumers were billed by the Electricity Distribution Operator for economic damage during 2024, with a total value of around 111 million lek. The bills include damages caused by illegal interference in the electricity metering system, and more specifically, meter manipulation, unauthorized network connections or interference with metering devices, with the aim of avoiding the recording of real energy consumption.

Compared to a year ago, the number of consumers billed for economic damage has decreased, as during 2023 there were 680 consumers caught in violation with a billing value of around 196.5 million lek.

Meanwhile, for 2024, the highest number of invoices for economic damage, or in other words, for energy theft, was recorded in the Shkodra Region, with 143 consumers. Next comes Kukës, with 86 invoices, and Burreli with 64 invoices. The lowest number was recorded in Korça and Berat, with 3 and 6 invoices for economic damage, respectively.

The penalty of a 'kilowatt fine' for all those who steal electricity has been applied since 2020, converting the amount of energy consumed illegally into lek. Meanwhile, according to the regulation in force, every network user has the opportunity to complain to the Distribution System Operator or the Energy Regulatory Authority, if they object to the economic damage bill established. During 2024, ERE has handled 21 such complaints, which constitute about 14.68% of the total complaints handled by this department.
